I have fond memories of Bill as a fellow professor at Fairmont State across many years starting in the late 1960’s. He did a great job as the Director of the Regents Bachelor of Arts degree program and his many kindnesses to those he supervised, including many of my own students, will be long remembered. We are sending a donation to the Marion County Chamber of Commerce in his name in support of the Dr. William E. Phillips Leadership Marion Scholarship.

Bill was my guidance counselor at Fairmont State. Was I lucky! I’ve never met a finer man. He was so kind and helpful ; always smiling, always looking out for my best interests. Bill was also our mentor for Leadership Marion.
So sorry he passed away.

With Bill's passing, Marion County has lost a treasure. His leadership of Leadership Marion during the early years laid the groundwork for a strong and relevant program (I was in Leadership VII). He always had a smile on his face, and was someone I looked up to. What a fine man. Rosemary and family, I'm so sorry for your loss.

I remember Dr. Phillips from days at Fairmont State from 1981-86. He also was a substitute Teacher at East Fairmont a few times when I was a student there. So sorry to hear of his passing.

Rosemary & family,
We are so very sorry to hear of Bill’s passing. He was always such a friendly, caring gentleman. He never failed to stop and take time to talk, check on us and the family.
He and Lew often discussed the state track meet where poor Danny ran his leg of the 4X4 with only one shoe!!
